A. Legislation Drafting
Modelling & representation of legal elements (directives, laws, decrees): Ontologies & metadata schemas will be developed for the semantic annotation of legal elements, so that all involved parties can easily locate the necessary information with the use of internet-based retrieval tools
Modeling of the exact process followed during the preparatory legislative phases (legislation preparation, debate, draft legislation formation): With the use of workflow management technologies
 
B. Legislation Debate
Argumentation Support & Argument Visualization: The ability to view the argumentation structure of a law that is under formation, using semantic annotation and argument visualization techniques
Web based content management system that will allow the stakeholders / policy makers to capture, store and manage digital content in any format: Offering a secure electronic environment for storage, management, & delivery of information
Specific activities
Review & analysis of the current status quo in Parliaments, regarding the legislative procedure and the legal framework, and definition of the end-user requirements
Enhancement of the collaboration between the Parliaments & the involved parties (NGOs, citizens, businesses & the youth) through the adaptation of the necessary infrastructure that will allow for the communication & knowledge sharing between them. The collaboration platform will help to establish the LEX-IS network among the participating countries with the view of expanding across Europe
Activation of pilots for testing the LEX-IS Platform in a realistic environment. This stage encompasses the design and preparation of a pilot operation for the system, the smooth execution of the pilot operation, the overall evaluation of the system's efficiency & added value
Dissemination of the project results towards all the participating in LEX-IS countries as well as to a wider public comprising by Parliaments, NGOs, youth, universities and citizens in the EU


Workplan / Deliverables

The Project Workplan is organised in such a way as to support the platform implementation, integration, evaluation and refinement based on users’ feedback. The project activities feed information back and forward to each other; therefore all activities start as close to the beginning of the project as it is possible, and inform each other during development.

The project is organised in five Workpackages (WPs) combining the necessary partners and expertise for assuring the successful execution of the aforementioned activities. The leadership of each WP is determined by the principal interests and expertise of the project partners.

  • WP1 Baseline Definition aims at involving the users in specifying requirements for LEX-IS eParticipation platform. Additionally, this WP involves the parameterization of a number of pre-defined models and methodologies that will structure processes and information and will determine key functionalities of the system. WP1 Deliverables :

    • D1.3: Ontology for Legal Framework Modelling
  • WP2 Platform Adaptation aims at integrating the main subsystems of the LEX-IS Platform, i.e. the Legal Metadata Subsystems, the Content Management Subsystem, the Legislative Process Subsystem and the Argumentation Support Subsystem. WP2 Deliverables :
    • D2.1: LEX-IS Platform - First Release
    • D2.2: LEX-IS Platform - Final Version
  • WP3 Pilots Planning, Execution and Evaluation aims a t planning, preparing and executing the pilot trials for the system under realistic conditions. Additionally, this WP involves the evaluation of the system performance and the identification of specific points in the system’s operation and philosophy where amendments need to be made. WP3 Deliverables :
    • D3.1: Pilot operation Plan
    • D3.2: System Evaluation Report
  • WP4 Results Viability and Dissemination, which extend throughout the project’s lifecycle, involving the organisation of two workshops in order to promote and facilitate the dissemination of the results. Furthermore, the WP will make use of a range of tools in order to effectively disseminate the project results such as electronic and printed newsletters, press releases, articles etc. The project website will be set up to promote and disseminate the project generic directions and findings. Finally, the WP will also aim to ensure project results viability. WP4 Deliverables :
